Lord Dalhousie flatly refuses to intervene in releasing Samar Singh and Karmafrom British custody. Gangadhar Rao blasts at him saying that his answer means that the British consider him to be only a king for namesake.
Lord Dalhousie answers that he is helpless as Laxmi Bai has filed a case on behalf of Samar Singh and Karma in the British court. However, this time Gangadhar Rao takes a firm stand and says that if his demands are not met he will not bear the expenses of the British battalion posted in Jhansi. Lord Dalhousie is stunned to hear Gangadhar Rao's tough stand.
While being taken to court, Samar Singh and Karma see a man with his face covered being taken into the jail. They pass a remark and ask the British troops why his face his covered. The man recognizes Samar Singh's voice and calls out his name.
He falls down at Samar Singh's feet. Samar Singh asks him his identity. Kundan reveals his face and begs forgiveness. He tells him that he was the one who stole the pendant from his neck which Nelson later planted in the hands of an already dead Captain Ross.
The court proceedings begin. The prosecution shows the judge the pendant that was found on Captain Ross' body. He asks Samar Singh to identify the pendant to which he answers that it was a gift from Gangadhar Rao. Lang tries to defend Samar Singh but is unable as the prosecution has strong evidence. The judge readies to pronounce his judgment. However, Laxmi Bai requests the court to allow her to touch her brothers' feet after she sees Samar Singh signaling to her. As soon as he bends down, Samar Singh mentions to her about Kundan who is currently in judicial custody. Laxmi Bai is elated to hear this.
Samar Singh mentions to Laxmi Bai about Kundan who is in judicial custody as the sole evidence to save them. Laxmi Bai is elated to hear this.
Laxmi Bai tells the new development to Lang who requests the court to admit one more witness. The judge agrees and adjourns the court till the next hearing.
Outside the court, Nelson threatens Laxmi Bai to back off as he would ensure that Samar Singh and Karma are hanged to death. Laxmi Bai too challenges him.
Laxmi Bai reaches the judicial custody prison where Kundan has been kept. The officer-in-charge there is an Indian. Seeing his casual attitude, Laxmi Bai sneers at him for betraying his motherland and becoming a British slave. She threatens him with dire consequences if Kundan is harmed in any manner.
While in Kanpur to meet Lord Dalhousie, the royal family approaches Gangadhar Rao with a proposal. Gangadhar Rao pauses to think but on second thought accepts the proposal.
Meanwhile, Laxmi Bai wakes up nervous after she sees a nightmare that Gangadhar Rao has married another woman.
On the day of the final judgment, A few English-literate subjects of Jhansi read out Lang's newspaper to other subjects. Hearing about Laxmi Bai's struggle for their fellowmen, the subjects decide to support her and march towards the court.
Laxmi Bai too leaves for the court. As she approaches the palace gate, she sees several attendants carrying loads of sweets and gifts. She stops one of them who tells her that these gifts are shagun from Kanpur for accepting the proposal.
Tears well up in Laxmi Bai's eyes. However, Tatya Tope who is with her at that time persuades her to fulfill her duties towards Jhansi by releasing Samar Singh and Karma. Has Gangadhar Rao decided to remarry?

The Indian in-charge of the British judicial custody also leaves with Kundan in a buggy guarded by his troops. On their way through the forest, they are attacked by masked men giving an impression that they are against Kundan reaching the court.
Laxmi Bai and Tatya Tope who are also taking the same way to the court see the commotion. They immediately come to the aid of the British troops.
The officer manages to escape but is noticed by Laxmi Bai. Tatya Tope goes towards the buggy and finds that an effigy has been kept in the place of Kundan.
The officer turns out to be a traitor. He goes to the place where he has tied up Kundan and picks up a dagger to kill them.
Laxmi Bai reaches in the nick of time and overpowers the officer. The officer falls at her feet and begs forgiveness. Kundan pleads to Laxmi Bai to kill the officer but she forgives him.

The shrewd Nelson offers to toss a coin to decide between Samar and Karma. The coin is tossed and the result is in Karma's favor. Karma rejoices but Samar stops him. He says that he is proud to become a martyr and is leaving the reins of fighting for independence in Karma's hands. He asks Karma to live and fight the British till his last breath.
Nelson scoffs at them and takes them back to the prison.
The news of the death sentence for Samar Singh reaches Gangadhar Rao in Kanpur. He immediately leaves for Jhansi.
In the prison, Samar Singh is greeted by the inmates. He inspires them with patriotic words and asserts that he is happy to be martyr for his motherland.
In a surprise turn of events, the ferocious Jwala and Fateh Khan raise slogans hailing Samar Singh. The entire prison reverberates with cries of victory to Samar Singh much to the concern of the jailor. Nelson, however, wards off his apprehensions saying that it is Samar Singh's anxiety before death.
In the heat of the moment, Laxmi Bai reaches the palace and picks up her sword to wage war against Nelson. However, Motibai stops her and reminds her of the oath she had taken to be a mother to Gangadhar Rao's children and not a warrior. Laxmi Bai halts and determines to fight Nelson using her intelligence over power.
John Lang assures Laxmi Bai that they will be able to free Samar Singh by filing a mercy petition on his behalf. They approach the relevant authority who says that the process will take considerable time and that it is impossible to do it at a short notice. Laxmi Bai gets enraged hearing this and thunders that nothing is impossible. Meanwhile, the slogans hailing Samar Singh continue to reverberate in the prison.
